I wouldn't recomend propeller as their ads are low quality, scammy like non pretty serious ads.

There's a company called FirstImpression, they are serious guys really profesional and they ads are quality very similar to google, obiously not with the same fill rate as google but, you can combine both really well. They allow pass back codes.

Another great company is Komoona, they have really nice CPM's around 0.9-1.3, this guys tho have lower fill rate than first impression but they allow pass back too.
