I'm new to this forum so this question has probably been asked already but, I would like to know does guaranteed sign ups count as incentive advertising?

    If you are offering guaranteed signups, that'd be considered an incentive, but it might depend on what kind of signups you're talking about.

    As already mentioned, more than likely this would be considered incentive. How are these "guaranteed?" are you offering something to the visitor for completing it? If so, that would be considered "incentivizing" them to complete it..
