Is it ok to promote a CPA offer with PPC like neobux where users get paid to view my site? Is this considered incentive traffic?

Yes, its considered incentivized traffic. Stay away from it or the network may take your commissions and kick you out.

Yep, anytime you're paying someone to do something in return for them doing something for you, it's an incentive.

And probably 90% of the time people ask this question, it ends up being a huge YES. haha. After I read the thread title I was tempted to write a response of
"Yes" and then go back and read the post haha. But I would feel like a huge idiot if it didnt turn out to be right!
