CPA for income generation for a UK charity- Option or not?

Can these resources be used for CPA?

A charity has access to about 25,000 people (mostly age 12-18 although maybe 10,000 of those are 18+). They've got them as a captive audience for a couple of days but internet access isn't great- but do-able, eg can set up a block of 20 computers with internet access if necessary.

These people would most likely do some CPA email submit if as long as there was no credit card use needed/cost. So pretty much email submit. Plus it'd have to not be too controversial.

UK based- so it'd need to be a UK offer.

If 5,000+ different people signed up in a week from one site would it mean that the CPA company would cancel the account?

From the CPA companies point of view would there be any problem with distributing a url (which would then be pointed to a CPA offer) and asking people to do the eg email submit when they got back home as it would cause income for the charity and telling them that they can unsubscribe from whatever mailing list they get placed on as a result?

How about if the charity also said that they could visit the url every week to be forwarded to a new email submit. If the CPA network kept getting this traffic but it resulted in lower than normal (or no) conversions would this cause problems/account shutdown?

Anyone think this is a workable idea for income generation as this charity has some pretty hardcore "fans" who would be willing to do this to generate "donations" to the charity.
