I've just found a very useful guide about how to get approved by CPA networks with or w/o a website, with or w/o a phonecall. It contains 4 methods (even an international friendly one) and it comes with a huge list of CPA networks.
I tried the first method mentioned in the ebook and it worked for me, i got approved by a CPA network w/o any problem at my very first try.

  That guide is not going to help you get into any decent networks and is a badly edited version of information posted on this very forum and others a couple of years ago.
  
  Network AM's are not dumb so how in the world do you think that a website which you registered a couple of days earlier and populated with half a dozen Ezine articles has this much traffic...
