Yeah, be up front with them. The main thing is, depending on the network, they want to make sure you aren't doing any incentived stuff for non-incent offers, etc. A lot of networks have advertisers that don't want certain things like iFraming, etc. If you don't have a site, just say you plan on building sites/blogs based on the offers/verticals you choose and get traction with, etc.

My first network was MaxBounty. I told them I was new at CPA, but had built some blogs in the past, saw some minor success with Adsense, etc. This was the truth. They were fine with that, just don't get caught making up stories. You should be fine.

"I can approve your account I just need to know a few things. How do you plan on promoting our offers, and what are your main forms of traffic generation? Tell them you are direct linking from craigslist....just joking, thats a horrible idea

Just be honest. They want to make sure you A) have a plan and B) have a plan that doesnt involve fraud, scamming, breaking rules, and C) want ot know you have at least a very base knowledge of how CPA works!

Best bet, be truthful!

Tell them you are going to direct-link using PPC to test, and then build custom landing pages around the successful offers.

Just be honest, say the truth. Explain what verticals you work with and how you intend to promote their offers. Saying PPC or PPV could be better, but I don't recommend you to do this unless you will really use paid traffic.
