      Try Maxbounty.

      This is how I got in (I'm in the USA):

      1) Register & then call them during business hours EST.
      2) Your website url
      3) You'll use PPC (Adwords) & SEO to get traffic
      4) You want to to try their email & zip code submit offers, you really like their "Best Buy" offer (they run a lot of Best Buy offers).

      Go have a look at the Maxbounty offers at OfferVault before you signup, see If they have what you want.

    Yes, they accept.

    Also, best bet is to talk with their affiliate managers on how you plan to promote their offers and be honest. That's pretty much the key to get accepted, even without a website.

    If your are damn sure in making big chunk of sales lead, why don't you join EWA network.
    They are good for new bees and I have my affiliate account with them for over 5 months now.
