Help me understand CPA networks??

I've read a lot about making money from CPA and Affiliate Networks.

What's the difference between the two? Are they the same?

I know that affiliate marketing works like this in a nutshell.

1. Sign up with CJ or Shareasale.
2. Select a product to market.
3. Drive traffic to a landing page
4. Give the site visitor a quick review of several products.
5. Hope they click on one of the products and purchase.

Does it work the same way with CPA networks.

    In my opinion, CPA (cost per action) is mostly non-wallet out transactions. Such as filling out a lead form etc. I have heard that the conversion rate is about 10 - 11% (for fairly targeted traffic) which I consider very good coming from an affiliate program that I am currently averaging about 1% conversion rate on (again very targeted traffic, but wallet out as I don't make a commission unless their is a sale)
