Incentivizing Enforcement....

Are the rules about incentivizing enforced much in the CPA networks? I was just curious because I just joined Inbox Dollars for research purposes and I noticed that several of their offers are in the CPA networks but say non incentivized. For example, they are paying out $8 on Freebay, which pays $28 on ROI Rocket.

Inbox Dollars is such a big site that I'm sure the networks know what they are up to. Is the incentivizing thing not really enforced or did Inbox Dollars get a special deal? Any Warriors get in trouble for incentivizing an offer when they weren't supposed to?

    Well, I my network once devalidated my leads, tho incentives were allowed, they said "INVALID LEADS" or fraud ones, whatever, they also banned a friend of mine because he made over 100$ on his first month, so that depends on the network
    I am not mentioning the network name, since my case might be a one of a kind
