Do CPA networks allow you to iFrame your CPA offers? I heard from some people that it's not allowed?

Depending on the advertiser 100% iframing offer may be permitted ,but iframing a part of the offer may not be permitted

It varies offer by offer, your best bet is to ask your AM about specific offers to find out for sure

What if you cloak your referrer URL ? Guess I may be getting into some blackhat there, but would cloaked referral url's get me banned? Don't want to get banned really, wish I could find a way to make legit money using PPV but I only got $200 to invest at the moment and can't lose anything experimenting too much, so gotta decide whether CPC or CPV is the right way to go for a beginner.

Iframing in general isn't the best practice but for things like flyer marketing in can be useful. With that said, generally if iframing is allowed, as mentioned above, it's normally only allowed as a full frame, as partial framing is normally used with lots of bluefart techniques.

Most of the time it is ok as long as you don't infringe on trademarked domain names. Most publishers iFrame the offers under trademarked names to gain trust in the visitors landing on the page. This is a big no no as the publishers, network and advertiser could be liable.

I believe problem arises when you do a frame redirect (100% iframe).
You can iframe a small part of a website. But consult your AM before taking any risk.

  Networks sometimes allow 100% frames because many publishers want to keep their own domain name in the browser window as opposed to a long, ugly, and less trusted affiliate link. It helps conversions a little bit, but if you are doing huge volume, every little bit counts.
  
  Partial frames are more frowned upon because that's when many publishers start doing funky things like framing the "action" or "submit" portion of the actual offer and then essentially make their own creative...of course this will affect conversions on the backend as it's normally misleading...and thus merchants normally don't allow it.
