Quiz maker software needed

I'm running a campaign based on quiz strategy. But I got a problem with the quiz maker, my quiz maker software can be used to create flash quiz only. After upload the quiz into host, I realized that people will need flash to play it and have to wait til it finish loading. So I just want to find a new software which will provide me html code to add on my website after complete create the quiz. I've tried to search but did not find any quality software.
