    If you can garner $5-15 you can buy an Adwords voucher and try your hand at PPC. At first you probably won't have a profitable campaign, but eventually you'll have one that works and you can stick with that.

    Classified sites are great for this. Post ads on craigslist, kiji, backpage etc. and send them to your CPA offer. The traffic is free and high converting.
    Get creative on how you are going to entice them to sign up for the offer. There are hundreds of methods out there that will work for these kind of sites.
