Monitor/Test Banner Ads?

Hey im looking to purchase some banner ads directly from a websites. I was wondering if theres anyway to control the banner ads like adwords, without needing to always get the webmaster to change it manually. Surely there's some platform out there, which enables you to do this.

    To do that you'd need to use a third-party service to server the ads, something like adBrite.

    it is a bit heavy for shared hosting and if you expect load have in mind that
    load = more than milion banner impressins per day
