I wouldn't say it's a red flag, but IMO typically the less middlemen the better. Track the hops from your affiliate link to the final URL and see if you see another networks link URL in there somewhere

  The interesting thing is i found an offer being brokered from a network where real network is paying $90/Lead and the network who is broking offer to its network is paying only $76/Lead ... same offer ,same traffic same requirements and payout difference

I usually check the redirects on the links through View HTTP Request and Response Header

It's not neccesarily a bad thing, but it can often mean you're not getting the best payout, due to more middle men, and the extra redirects can lead to slower page load times, which lowers conversion rates
