I use photoshop to create my banners. If you are looking for a free alternative then gimp would be a good choice.

Learn to use photoshop if you don't like having any limit to your creativity.

Otherwise there are a lot of sites that offer you banner creation with different limits!

Photoshop (or Gimp works too) - The main thing to remember is keep it simple! Often for me the simplest ads always pull the most clicks. Ad a catchy colored border, some bright urgent font, and a relative picture, and you've got yourself a high CTR creative!

My advice is as others have said is to learn a good tool like photoshop and swipe what's working to use as a model for your own ads. Swiping for inspiration is MUCH easier then trying to be creative from scratch.

You can grab older version of photoshop for pretty cheap on ebay. There is also photoshop elements. Lastly I think company named Serif makes a good tool. I also hear good things about summo paint.

The reason I say go with photoshop is there is a AMAZINGLY HUGE number of free tutorials, templates, action scripts, brushes, etc. all available for free. Personally I think this alone makes it worth it.

P.S. There is an awesome course on learning photoshop for internet marketers. It's geared toward creating minisites but you learn alot in a very short amount of time which will help you in anything related to graphics and photoshop.

Here is a link (no affiliation) - Photoshop Minisite Graphics Secrets - Master Minisite Design With Ease Using Photoshop

    Hope this helps,
    Daniel.
