You will need to verify your phone number eventually, but not in order to apply to the network. If there is a special circumstance in which you are unable to verify, I'm sure we can work something out. Just drop me an email.

i am not sure about using cpalead with blogger account? since they are content locking type of CPA.. can i get benefitted by using blogger account with cpalead?

I can only speak for me, being at CPALead for 3+ years, and I have made thousands of $ without much effort. In the meanwhile I have tried many other networks, but CPALead is still the main earner for me. They may not have the highest payouts at their availability, but I get way more conversions with similar promotion than with other networks.

You should always try out multiple networks when deciding to go into CPA, CPAlead is certainly one of them!

  You drive traffic to your site that is loaded with valuable content. However, that content is "locked" so your visitors can't access it yet. And in order to get access, they must complete an offer to "unlock" the page.
  
  As far as websites that are good for it -- software, ebooks, downloads, images... anything that's not so easy to get

CPALead used to be on top of the game, they are still legit and a great staff. I used to push a lot of volume there way and they always paid on time, so no complaints here.

CPA is still one of the top CPA networks, according to this year's voting results,
most likely because they have a huge base of publishers.
I don't think they are currently best now though.
They have come up wil A LOT of restrictions lately.
