Starting a CPA ad network

Ok so I sell a lot of media but never have been on the publisher side. I am looking to operate a CPA network in that I will get impressions from the media and they will get paid on a CPA basis - I then charge that with a mark-up to clients. However, I am not sure about the technological details of this. I need an adserver that will allow me to:

- Measure conversions from one interface to all publishers and give me a report that automates what to pay each (and perhaps even administers the payment through a payment provider such as paypal?)
- The one interface should allow me to set a number of conversions it should work towards over what period, and the ad server should automatically divide impressions amongst publishers, optimize which publishers to do more impressions on based on performance and stop when the number of conversions has been reached etc
- A backend login that allows publishers to see only their own numbers (ie impressions and conversions)
- The backend should also allow them to give a maximum percentage of impressions to my network and plug in other revenue sources such as Google Adsense as a default when no CPL stuff is running

I would imagine these are all kind of standard, but from googling all over the place I couldnt find a solution specifically for my purposes. Can you recommend any?

Also, if they dont want to use my system but just want to give me impressions when there is an offer running; how do we automate that in for instance DART?

    Thanks guys, will take a look. So I should be looking at affiliate software huh? I would have thought there was some 'ad network' software out there I could use.. ow well, if it does the job!

    Any more suggestions please let me know

    Please don't. There is a new CPA networks started every week (seriously) and frankly, no need for it.

      Well that's really non of your business (literally ), but just to comfort you; I doubt we will ever come across each other, I don't work with what would normally be called 'affiliates'.

        Just curious if you have anything in place?

        Do you have advertisers ready? A solid plan? Connections?

        Not trying to be rude, but he wasn't kidding when he said these pop up every week, and 90% are small one-off failures. If you totally know what you're doing then good luck, but if not I would reccomend trying to understand more about how it works and becoming better connected.

      Are you sure you want to do this? Have you heard of all the networks dying? Go do some research bro... its a lot harder than "get affiliates get paid"

      Based on many years of running a network, I can unequivocally say connections are probably the least important part of starting a network. Knowledge of the affiliate marketing industry, as well as sound business practices are the most important aspects. Without those, anyone starting a network is guaranteed to fail within months.

      While low-cost tracking platforms give the impression that anyone can run a network, they actually do a major disservice to the industry. Inexperienced/unprepared network owners harbour an incredible amount of fraud, whether they realize it or not. That's just the biggest problem; there are many others.
