CPA newbie

Hello WF,
I'm 16 from Bosnia and I have lot of questions about CPA
Can you give me example of few good incentive cpa sites and few non-incent cpa sites? If I say visitors that I going to give them something like windows 8 key for free if they complete offer and in offer it writes that it's incentive so that I can offer them to they complete it, but what if they not all but something like 90% of them close accounts after one week is that problem? They probably don't going to be intrested in that soo it's pretty possible.. Can I track that how many users closed account or unsubscribed from some email list? What methods are best? Facebook, making email list, making blog about niche or something third?
I first think to see offers and then make website/blog or whatever method I going to use, is that smart? I mean first to see what is best offer
and then think about bringing traffic for that offer.
Do serious CPA networks alowing incent leads?

    There are many CPA networks that have incentivized offers and they don't close accounts if you are not fraud. Blamads,adscendmedia,cpalead are a few incentive networks.

      But only some offers on that networks alow incentive traffic, right?
