How Do You Create Questionnaire Landing Pages For CPA?

I know how to do basic html and css but how would I go about creating a landing page with a questionnaire and submit button on it?

Also are there any free or cheap html editors out there that you would recommend?

I would use Wordpress, optimizepress theme, and maybe a plugin such as this one:

  I'll second using Wordpress with a plugin, I find its the easiest solution for those still learning HTML/php

  Thank you, I already have optimize press so that would be perfect. I like optimize press but it doesn't allow me a lot of control over my landing pages, as far as background images and things like that. That's why I wanted to learn html/css.
