Non Incentive CPA as a Newbe

Ok guys, I have been doing incentive CPA (blackhat) for 2 months and I have made ~1250$.
So I have some money to invest. I will only invest 250$.

Incentive CPA with the methods I use is very unstable although cheap and so I wanted to try out non incentive CPA.
I have a plan in my head and since I don't really know that much about it the plan is fairly simple. Here it goes...

My Plan

1. I have almost got accepted in NeverBlue and as soon as I get fully accepted I
will pick a good offer that I think that is going to convert.

2. Then I will create a relevant banner for that offer.

3. After that I will go to Facebook and create an add with that banner (fixed size) with a direct link to the offer.

4. I will wait to see the stats and continue/stop the campaign.

I have many questions about several parts of this plan, please help me!
  1. Which offers convert the best?
  2. Is it ok to just DL the offer? (I don't know how to make a page that to gather emails)
  3. What should the banner look like?
  4. Does Facebook allow such ads?
  5. Is there an issue with Facebook traffic? (javascript complicationsc etc.)
  6. At Facebook should I select PP or PPV? How much sould I pay per click/1000-views to Facebook?
  7. What's the best number (millions) of targeted audience?
  8. Should I track my clicks and if yes how?
  9. Last... Please link me to tutorials or usefull ebooks, guides, mentor programs.

    First off just wanted to say congratulations on starting with paid traffic.

    To answer your questions:
    1. If you're starting out I'd recommend Dating & Email Submits
    2. It is OK to direct link to offers, but sometimes the difference between direct linking and having a landing page is crucial.
    3. The banner should be bright, relevant, and have a call to action.
    4. Facebook has right hand rail ads, and news feed ads.
    5. There are some issues with getting creatives approved with being an affiliate, so try to not look like one.
    6. I always went with Pay Per Click, then when I tested my CTR with that, I swapped to Pay Per View because I knew what worked/what didn't work.
    7. There is no key number, your audience is your audience, it's all about targeting not volume.
    8. Yes, use a free tracking platform like Prosper202.
