i subscribe last week with incently, and this is there answer:

Thank you for applying with Incent.ly. Unfortunately, we had to deny your publisher account because of your marketing methods. Incent.ly is an incentive based network and only accepts select forms of incentive traffic. This includes content locking and app/game monetization.
If you have non-incentive traffic you would need to run that traffic with a network such as PeerFly. Please let me know if you have any questions.
