What is the best CPM network to use?

I knwo many people have asked this question million times. However My site is getting about 30000-50000 views per month among 30% is from USA/UK/AU/CA

Right now I am using Nster.com's widgets but they only counts the USA/UK/AU/CA traffic. Even though the CTR is high They are paying me 1.1$ CPM.

Any better options for my site.My site is based on meme,funny images,wallpaper sharing.
