Where can I get some guaranteed unique US visits

I am a member of this wonderful program that is accredited by the BBB.
This program Pays $1.50 just for referring a person to fill out a sign up form with their name, email and password ( create an account).

The difficulties I'm having are as followed:

I don't know where to advertise it because it stated on their website. "You may NOT promote us via any type of "paid to click" or "paid to signup" programs. If you do, you will NOT be paid for these signups."

Also I can only promote it to people in the USA.

"Should I promote to people NOT in the US?

No, that would not be a good idea.We are only available to those in the US, so you would just be wasting your time and/or money."

    I would stay away from Fiverr if this is the case there is a lot of incent and fake traffic on it.

    If you are trying to promote the link that is in your sig, I would suggest using PPV or 7Search. They can work good with BizOpp e-mail submits.

        LeadImpact, and/or 7Search... And it will take some work of setting up tracking, getting data, learning how to create good ads, and finding targets. It isn't as simple as putting money in and just getting money back.

        Be prepared to loss money for a while as you are learning.

          Yes I should be prepare for loss since I'm learning but does that pertain to when you already found a program that works.
          Now figure it's just a matter of finding a place to promote it because I have been doing so on craigslist and getting result but very little.

            It pertains to any type of advertising. There's people making thousands a day with PPV and there's some people still making nothing. The process / type of advertising itself works but that doesn't mean that you specifically are going to be able to jump into it and see results. Putting your ad on an advertising network could be great but you'll need to put the time in for a good lander and to see which keywords convert. Like Greedy said, you'll need tracking software and to be able to split test landers, etc.

            Like sonixkid, said you are going to have to test with any advertising program.

            The advertising programs I have gave you, have worked for me after many weeks of testing.

            This program where you just post your ad and you get conversions automatically, if so everyone would be using it.

    The challenge that I can see is the offer has a very low payout compared to others in that niche. This means you will be competing for the same traffic as people that have the ability to make more per lead.

    As for promoting this offer, it sounds like the terms are pretty on track with most. You could try a cheaper ppc source like 7search

    for easy zip submit type offers,you can also play with 7 search but if you are looking for more than zip or email submit than only good and cheap choice will be Fiverr.
