What's A Good Conversion Rate For A Free Offer

I'd really like some feedback on the results I'm getting to a CPA free sign up offer (no credit card info is collected).

My conversion rate is less than 4% which doesn't cover my ad campaign CPC. I'd need 5% to break even.

I thought I would get a better results for this free offer. Are my expectations too high?

    There's no real baseline to go by.

    If you're not meeting your expectations you need to look at the entire process..
    Look at your traffic source, how are you targeting? Can't you drill deeper?
    What about your ads, can you try new ads to get your ctr up?
    Are you using a landing page? If not then why not try one. If you are, try to optimize it.
    Have you tried different offers?
    Are you tracking everything? Maybe something like day parting could help?

    I know the above is pretty broad but it's the best suggestion I can give without knowing more info about your campaign
