I personally use urls, I find I can target better and more tightly.
I do know a few people that use keywords , try both and see works best for you

  Yup test out both.
  
  I would start with URLs and later on add keywords to see if they perform. Kick what doesn't simple as that.

I was test both on LeadImpact, there keywords are more targeted than other PPV networks. But I tend to have better luck with URLs.
