Is incentivized CPA swapping legal?

Is swapping incentived offers legal? I can't find anything that forbids it. After all, it is called incentivized so that should be perfectly okay. Does anybody seriously know?

    CPA Offer swapping will get you banned from any reputable network. Why? The leads are zero-quality garbage. Much worse than incentive traffic.

    BTW, offer swapping is NOT the same as incentivizing.

    As I've written time and time again, doing offers isn't a job and isn't about us making money any way we can. It's a means for advertisers to get the word out about their products or services. They're trying to get customers or information so they can market to those people in the future. Why on God's earth would an advertiser want to pay good money for leads that are worth nothing?? Granted, even when incentive offers are run correctly and completed legitimately, they're still not good leads. That's why incent offers pay so little. But out and out blatant fraud, which this is, is totally unacceptable.
