Sitescout deliberately defrauding advertisers?

I've been running some campaigns on Sitescout, targeting desktop web, and about 80% of the traffic they have sent me has been mobile devices - mostly phones and some tablets.

Because I set my targeting for desktop web only, I didn't check my user-agents until some time into the campaign, and once I discovered the majority of clicks were from mobile devices I had spent over $1,500 on sending mobile traffic to a page that wasn't responsive.

Sitescout's mobile traffic is notoriously terrible in the first place, but absolutely worthless if the landing page doesn't function properly on their device. Getting only mobile traffic when you explicitly target and pay for desktop does seem to be intentional fraud...

Has anybody else experienced this? I asked Sitescout what was going on, but no response yet. Have I been scammed, or do you think it is possible to get some kind of refund after being charged for traffic I didn't want?

    I would give them a quick call and see what's going on - as long as you have proof (IPs, Logs, etc) getting a refund shouldn't be a problem.

    Well, next thing to think of is why did you wait to burn $1500 before checking what was wrong? Did you make any conversions with these $1500?
