Google Display Network allowing affiliates again?

I watched a recent video interview with a very successful person saying that the Google Display Network (formerly known as the Google Content Network) is allowing affiliates back on again. But only as long as their website provides a decent amount of unique content and of course a legitmate offer (meaning no zip submits, rebills, garbage digital products, etc). The guy didn't really provide much more detail on the subject.

However, I don't know if this is new or old news to most of you but can anyone confirm this?

    If you are doing this make sure you have a fully built out site with lots of quality content
