Is this targeting possible?

I've worked with social advertising a ton, but am pretty novice wrt display. Curious if anyone can tell me if this is a thing: I have a list of 200 URLs, none of which are my sites - mostly news sites about a particular subject. How could I:

A) target some or all of the people that have visited any of those pages (run ads to them elsewhere on the web, wherever they go)

B) target only users that have visited 2 or more of those sites (run ads to them elsewhere).

Is there an exchange or service where I can specify full URLs (or domains if necessary) and be able to target the visitors to those pages elsewhere on the web?

    The only thing I could think of is if you mix in PPV with retargeting

    You can't do retargeting for your competitors websites. But, you can use Behavioral targeting and set different targets for filtering of your potential customers.

      Thank you for your feedback. Seems like networks that cookie/pixel from ads on any set of sites would keep a record of those sites and make that info available, or is that just not how it's done?
