I have been promoting PPL offers for 16+ years.

The easiest way to get access to PPL offers is to sign up to CPA networks. One thing I can tell you is that there is no best network. You just have to sign up to networks and see what offers they have and what they are paying out.

I highly suggest that you test offers of the same type against each other to find out which are the best. I have seen some offers convert much higher than others, even though they are almost identical.

Any offers that perform well, I then like to to find a couple different networks that have it. This is because there can because one network may have a certain budget they are given and then when they run out, the offer gets paused and if that happens, I want to be able to keep promoting it, so I will then switch the offer to another network that still have the offer active. Also, you may be given a cap of only being able to generate a max of X leads per week and if you hit that cap, then you want to be able to switch to another network and continue promoting the offer.

Another advantage of having an offer from multiple networks is that you can pit them against each other to get a raise in your payout. This can be a little harder to do if your not producing volume. Also, one thing to keep in mind is that whatever price a network is paying, they can almost always payout more, you just have to ask for it. Even if they are paying out the max, if your doing volume, they can go to the advertiser and ask for a raise.

Lastly, you can always try and BS your way to a higher payout. You can just say that I have another network and they are offering X and can you match or beat it. OR say that you are testing some other offers and your seeing X per conversion and can they match or beat it. Doing this is certainly a judgement call. I can't say that I have never not done it, but you want to get the best payout possible.

You have to be producing quality leads or your going to get cut. So I recommend that you track all your traffic sources, so if there is ever an issue, you may be able to isolate to an certain traffic source(s) and drop them and improve your quality.

Next source of PPL offer is to search out the actual owner of an offer and try and get it direct. The advantages of getting an offer direct is getting a higher payout and possibly better terms. However, you still want to try and get higher payouts whenever possible, just as with CPA networks. Also, you may be able to get your own landing page / creatives, so your not advertising the same thing as everyone else. Sometimes you can even create and test your own landing page and get the advertiser to host it. In some cased you can get your own landing page / creatives, even if you are going through a CPA network. Either way, your typically going to need to be producing volume to get. I have done this many many times with both advertiser and networks.

Last, but certainly not least. You can create your own offers and get your own buyers for the leads. There are many advantages to this, but it's more work and some risk. What usually keeps many from trying this is they are worried about getting buyers, but it's really not that hard to find them. So don't let that be a discouragement. The biggest advantages is that you can control the entire process, so you can work to optimize the offer to get the best conversions.

One thing to keep in mind is that being mobile optimized is key these day. Also, you want to optimize the form, I'm always amazed at some companies that create offers and clearly don't do this. Even changing your hosting to something that is faster / more reliable can bump your conversions up. Plus by having your own offer, you get to monetize all your thank you traffic and you get to keep a copy of all the leads and monetize it.

The downside is obviously all the extra work and dealing with buyers, etc... But it can be very profitable, especially if you optimize your offer, so your getting high conversion. As you can then go out and get affiliates and this is also not hard at all if you have a good producing offer.

Plus with all of this, you can create multiple offers and potentially build a multi million dollar business.

Now the risk is that you have a buyer that pays later or worse doesn't pay at all. So never extend them credit for more than a week and get tight terms on the payment; However, if your in the business long enough, at some point a buyer is going to screw you over. The best thing is to start small and build things up gradually, as there is a learning curve to all of it.

Anyway, you seemed liked you are new to this, so I just thought I would toss it out there, as there are more opportunities with PPl than you may realize.

You have to look not only for CPA networks, but also on your traffic and user behavior. All this should be in complex.
You can have traffic for different GEOs, for example you have traffic from Brazil, from some file sharing web site. You have to understand that that people will be interested in offers which are actual/localised for Brazilian GEO and that user's don't have a lot of money. So, you have to look for network which has offers for such GEO's and which can work with «grey» traffic sources, in this offers should be «cheap» for end users. For example ActionPay has offers for Brazil from such giants ans WallMart, World of Tanks.
You can easily find lots of offers for many GEO's in CJ.com, but in this 2 networks I usually saw old or terrible banners from advertisers (or not localized). So you'll need to adopt creatives.
Such ad networks as Zanox has good offers but you must be comletely «White and fluffy» to be approved by them.

There are a bunch of networks to try, once you start applying you can see the range of offers available. But pay per lead is a broad term, im assuming you have more targeted traffic so if we knew the niche or vertical we may be able to lead you in a better direction. There are always the big networks like Commission Junction and Share a Sale, but if you want a more personable approach try a smaller network like convert2media, express revenue, peerfly. They are all really good.
