Curious between states and cities during Facebook's targeting?

So I was curious on everyone's thoughts / results on targeting within a state or city specifically when you setup fb ads.

For example, if I'm selling say cowboy boots, and I want to target Texas demographic but mostly Dallas, Houston, Austin because of the large cities, what's the difference if I just select the whole state of Texas vs Cities, and the results / reach targets?

Basically is it better to select the states or major cities directly if I want to target "most" of the states population?

    I would target specific cities, it is much more specific, keep in mind that a state is a very big place with people from all demographics that not all will want cowboy boots so I would pick cities that are notorious for that style.
