Inner workings of a CPA network

I am trying to learn as much as I can about the cpa business before I go all in.I have a few questons I would like to ask to anyone that has any knowledge of the inner workings of a network.

1.Once you send a targeted visitor to an offer and they fill it out at what point do you get credit for the sign up? Is it once they sign up or do the networks send out some type of autoresponder as a follow up that the person has to fill out before we would get credit for a sign up.In the case of a free trial does the sign up have to complete the free trial before we get credit for the sign up?

2.Provided we are allowed to use our list to market to,is their a certain number of times you can send an offer from one network to a list of say 1000?In other words do the networks have some way of tracking who you send the offers to and how many offers you send?

ex. If I send my list an offer for a free trail to netflix , can I turn around and send that same list a free trial offer from say itunes?

I'm just trying to get a better understanding about how the networks think so I can be creative in finding ways to send targeted traffic to the offers and not to waste money on sign ups that will get scrubbed. I appreciate you guys help.Thanks

    Re - Point one, you can read the terms of each campaign, they will usually say something like " pays on 2nd page submit " etc. The offer will explain the action required for you to be paid.

    Point 2. What you promote and how often you promote to your own list is your decision. Again certain campaigns have rules about email marketing, so best thing to do is check your plans with your A.M
