Creating a PPC network for small businesses

Hello everyone!
I am trying to build a review website that advertises for small businesses and charges them on a PPC basis. However, I am finding it difficult to determine the best way to calculate what the PPC should be and how to set up an automated system that will get businesses signed up fast. I want to be seen as legitimate and know it will be difficult to convince companies to pay when the network is still small and new. If anyone has any tips or recommendations that would be greatly appreciated.

    Just so we are on the same page... are you going to use ad platforms like Bing Ads, or Adwords to advertise for these businesses or are you looking to host their ads on your own site?

      I am looking to host their ads on my own site. I want to create a directory for these local businesses where they can list the prices for their various products and pay me ppc based on the prices of the individual products.

    I think you are biting off way more than you can chew. Most small businesses go directly to Google or BING. Even if you have a functioning PPC platform, what is your business plan to acquire all these businesses? You are looking at a lot of startup marketing costs for such a venture. There are a heck of a lot of easier ways to make money I would start with a basic CPA/CPL product, much simpler.

    A lot of the businesses I am going after already have affiliate programs that pay per conversion but the conversion rates are low (being the average price per product is around $500) and ppc would be much better to track and optimize. I should also note that while majority of the businesses in my niche are small there are a couple big players with enough products that getting them signed up to my network would be enough to create a MVP and validate my idea. I'm more concerned about creating a functioning PPC platform that would be an easy sell to them. Thanks for the response!

    How will you get brand-safe traffic to your site, and can you show evidence? That would be the most important thing. But even assuming you have that figured out, convincing businesses to chance a new ad network is extremely difficult. Even Google and Facebook had to use affiliate/DR marketers to scale their receivables before they could get consistent small business clients.

    If you're not used to dealing with small businesses in that industry, your best bet is to hire some account managers with appropriate relationships and experience in the industry to sell the idea for you. Poaching them from Linkedin perhaps.

    I would focus on getting traffic first to the site, once there is traffic it will easier to judge how much you can charge, because it all comes down to quality in terms of pricing the CPC. Forward look at 7Search and Adwords, people are successfully on both, but the CPC difference is due to the quality of the clicks.
