While that CAN be true, most sites with High Page Rank do NOT have "no anchored incoming links". I'm not even sure there are ANY High Page Rank sites that would fit this criteria.

Page Rank doesn't always affect SERP position, however. I have seen MANY higher Page Rank sites buried in the 20-something page of a search query, while many lower page rank sites are at the top.

natural links do not have anchors, They are a straight link with no anchor

Thats because people that are most informed, and concerned with SEO focus on trust rank more.

You can get a link from a top 50 site on the web, even if its 10 directories/clicks deep with a PR of 0, and it will have a lot better result than a homepage link from a PR 7
