Default DE-INDEX sites / domain names

I have a few URLS that have been DE-INDEXED from google. I would like to keep these domains but im not really sure how to get these domain names on googles good side. Most of these sites have dupe-content. I was considering removing the sites and starting fresh with the domains. I would like to know what is the quickest way to get my domain names back into googles search the fastest after the have been de-indexed.

Also, is google webmaster tools worth using? I have heard, that by using google webmaster tools with site with dupe content you have a quicker chance of getting de-indexed.. not sure if this is true....

Change everything, IP, graphics, layout, content, registered owner (get privacy if you don't have it now)
