Adsense Site Outsourcing

I'm just wondering who here outsources the building of adsense sites? I am looking to outsource the work of building the site as well as content. I will still do the keyword research, but I basically want to tell someone what keywords to target and have them do the rest.

Please let me know if you can recommend someone for this task.
