Where can I find a SEM or SEO developer?

Can anyone recommend to me a SEO or SEM developer? I have had my online based business for 4 years already, and I still want to continue my aggressiveness in the industry. I would need someone that can help boost my rankings in Google and at the same time help with the conversion percentages and different ways of generating traffic.

I have hired a SEO developer in India in the past, but they only have created PR0 and PR1 inbound links for me. I was aiming for quality backlinks this time.

Any recommendations and referrals are welcome.
