Backlinking campaign for multiple keywords?

Hi guys and gals. I have just started using Angela's backlinks and I have a question. Creating profiles is time consuming but well worth it for the quality backlinks. But since we should place no more than 2 links per profile, what is the most effective way to do this when there may be 20-25 keywords? Should I concentrate on 2 keywords with the 2 links per profile until they get ranked and then move on to another 2 keywords?

Also, when doing backlinks for local businesses I notice that many of the keywords get very little traffic. Example: "personal injury attorney tampa". 2 searches per day according to Keyword Tracker. How do I tell a local business owner that I can improve their traffic when the volume seems so little?

There are several other backlinks packets and strategies that will help you with this very issue - just need to explore other avenues other than the default WSO for backlinks :-)
