Cheapest PPC clicks?

Hi All,

Sometimes I'm searching in the big three and I see that there are only two or three PPC ads on the right hand side. I'm totally new to PPC so I wanted to know if that meant that a minimum price bid would get my ad to display in those unfilled columns? I think the cheapest clicks are .10 (are there any cheaper?) so I'd like to bid .10 on those empty or unfilled pages.
