Default Has anyone's site ever been rejected in line with starting an Adsense account?

I have a client who wants to start an Adsense account. Mine just got approved this morning after applying for one last night (that was quick...Google must want me real bad (that's odd the smileys aren't working this morning...I wanted to put in a grin)). But I am wondering if anyone here ever had their website on an initial Adsense account ever not be accepted? My client (actually my partner in an Adsense endeavour) has a web site that I created for him which is really nothing more than a landing page. I am a tad concerned that it might not pass muster with Google for an Adsense account start up. I mean it's not your typical sales letterish landing page. Not at all. But still...I don't want to recommend that my partner go through with applying for an Adsense account if his site might get rejected. What does one do if they don't have a good site for Adsense or no site at all? Can they still apply for an Adsense account? Is it better to wait till sites are created? And what happens if a site is rejected on an initial Adsense account application? Can someone easily reapply with anothe site or are they potentially black listed somehow making it tougher to apply again? Any and all input on any of the above would be appreciated. Thanks.
