Help! Dominating with a keyword.

So if I find a long-tail keyword that has high PR sites but all the sites have nothing to do with the keyword, e.g. they all have keyword, H1, title, description, alt tags etc. all at 0% would google rank my PR 0 site higher than them if I make a more relevant site?

Absolutely. Do not worry about PR, that means nothing in the SERPs.
I say go for it if it is how you say.
