why does your clicks increase when you lower your cpc budget in traffic estimator ?

i have found with google traffic estimator that frequently with niches if I reduce my cpc the number of clicks goes up also i find that often when i increase my cpc the clicks goes down why is this?

It doesn't happen all the time just in some niches
