Outsource. Go through one wheel on video and show how you want it interlinked and to what extent randomness should play a part. Then provide one video for each property that can be viewed separately. Provide a Gantt chart so they know what tasks to do when.

You can hire somebody for $1.50 an hour and provide them 80 hours of work or more per month. They'll be happy... it's pretty mindless work if you provide the content.

Using a linkwheel service = unnecessary overhead. Spend 20 minutes and develop some training material yourself.

Linkwheels aren't blog farms if you're linking to, and getting backlinks from, various sources.
It is really no different than ESPN linking to an independent soccer site, which in turn links to a soccer blog, which links back to ESPN. If each of these sites has multiple pages, multiple inbound/outbound link sources, there can never be a problem.
People have had huge success with linkwheels.

I do think that they're worthless if not done right.

I've found that when you try to outsource a task, sometimes it takes as long to properly document the process for your worker as it is to do yourself. If you're going to be doing multiple usages (ex. several link wheels in this case) then it might makes sense to outsource, just make sure you have strong knowledge on what it is you're teaching someone else to do. But if you're only going to do something a few times, either have someone with experience do it for you or do it yourself if you're good.

Pricing is always relative...focus on ROI. I'd pay $1000 to someone if I expect the return to be > $1000.

There are loads out there and they all do a very good Job. If your in the US then wmhaven are pretty good, otherwise if your in the UK i would say link wheelz

Good point. I'm having someone do some of my backlinking because I'm don't have time to do it for my client's site. But I have to look at my ROI.

I don't know of one off hand that I could recommend to you. Whoever you decide to go with, make sure that they are going to do it right for you. Ask them what their plan is going to be. You ought to be able to figure out from there if you are going to get a good quality link wheel built for you.
