Yes Matt Cutts recently confirmed this in a video, but it has been known for a long time now.

Yes, but it's silly to remove it entirely. I get some good money from Bing and Yahoo, who still use the keyword metatag.

Google no longer use it, but some other sites and SEs do and Google don't penalize you for it, so IMO it'd be a little silly to completely leave it out.

Yep title tags have limited use from an SEO perspective because google reads what is actually on your page, but they are very very useful for search enginee listings as they may be the difference between someone clicking through to your site or not.
