pay per click ads to the whole web?

When using a ppc campaign, is it wise to have google show your ad to the entire web
or narrow down to specific areas like US only etc..

Example being a universal product everyone online could use.

Well its defend on your niche, (f.e) if you promoting acai and the affiliate only allowed usa then if you start whole over the world then you will lose alot money
