Question For Adwords Experts

I have a technical question...

If an adgroup has managed placements within it and you set a CPC for that individual placement

BUT

there is no max placement CPC set for the adgroup...

DOES

adwords then default to the max CPC set at the individual placement?

OR

If your individual CPC set for a placement is higher than the max placement CPC set at the adgroup level which is used?
