Is It Possible to Start Fresh in Google Adwords with New Credentials?

Hey everyone,

If I have a dynamic IP address, can I re-register a NEW Google Adwords account with a new name and new credit card info?

For your information, I did not do anything black hat or illegal. I was suspended for... I don't really know, having my ads not served I guess?

Anyway, back on topic. Is it possible to reset my IP and register another account with a new name and new credit card info?
