Re-using link builder with the same or similar websites

I have a supplier I have used that offers a link building package along the following lines

1. 2150 1 Way Theme Links - links built manually by publishing 40 Original Articles on 150 article sites (different ones). These all have different C ClassIP Addresses

2. 225 One Way Theme Links – Also built by manually publishing 10 Reviews for the site using 5 different accounts on 100 Social Bookmarking sites, where 90% of all these sites have a PR 2 ranging to 8, all with different C classes IP Addresses

3. 625 1 Way Theme Links – these too are built manually by publishing 15 Press Release on 20 Press Release sites. Again these have different C Class IP's

If I was to continue to use this service every month for the same website, would it still improve my rankings even though there will be a lot of duplicate link building going on with the various article, social bookmarking etc sites?

It depends, if you only do it for the same site, you need to ask them if they have more link inventory on different sites, if you do the same, your overall page rank won't benefit...
