whats effect of language

anyone can tell me google give negative response to our site when i post comment on other language blog. is it right....???

I don't believe a link on a site in another language will give you a negative effect. I think it will still help your site. I know several sites that hold good positions in the serps and they have a lot of links from chinese sites. If anything, the link just wouldn't benefit you so it can't hurt IMO.
