Best Free Graphics Image Editor

Hi all......I need a suggestion.

I would like to resize a banner image that I pulled from an Affiliate Member page so it would fit on a webpage.

What is the best FREE Graphics Image Editor from the web do you suggest that I could use to re-size that banner image?
The banner comes as 120H X 650W and I need to resize it to 90H X 720W.

Is there a good free program out there where I can do that?

gimp

it's the open source photoshop

adobe also have some free online thing that should do what you need as well. It's kinda cool but I forget what it was called.

You may try a simple lightweight free tool that aimed to better PAINT called Paint.NET.

Dang, I just looked at that Paint.net and it looks really good for a free software program. Thank you very much for this suggestion!
